CalMHSA Loan Repayment Program

CalMHSA’s Workforce Loan Repayment (CWLR) Program helps county behavioral health plans address hard-to-fill and hard-to-retain positions with loan repayment awards in exchange for service commitment with the county or eligible contracted organization.

Award Opportunities

Participating counties may offer one of two award tiers based on the length of the required service commitment:

Who Can Participate?

The CWLR Program is offered to participating county behavioral health plans. Depending on county-defined eligibility requirements, the program may be available to:

• Current eligible behavioral health employees
• Eligible new hires
• Employees of participating county behavioral health plans
• Eligible employees of contracted community-based behavioral health organizations

Tier 1 – Up to $30,000 / Two-year commitment

• At contract execution: $10,000
• End of Year 1: $10,000, or the remaining award balance
• End of Year 2: $10,000, or the remaining award balance

Tier 2 – $30,001–$50,000 / Three-year commitment

• At contract execution: $10,000
• End of Year 1: $10,000
• End of Year 2: $10,000
• 30 days before the end of the service commitment: Up to $20,000, or the remaining award balance

The CWLR Program is distinct from and separate from CalMHSA’s other offerings under the Workforce Education and Training (WET) program.
