We support counties using the CalMHIN SmartCare electronic health record system by managing a broad range of QA/QI activities and requirements — including utilization management and review, research, clinical optimization, and performance. Through data-driven insights, our guidance aims to streamline and standardize their operational processes, strengthen compliance, increase knowledge of policy development, and improve workforce retention, with Quality Assurance and Quality Improvement.
Quality Assurance
CalMHSA helps counties navigate policy changes, monitors Behavioral Health Information Notices, and translates new requirements into clear operational guidance so county teams can focus on service delivery. This includes SmartCare/EHR recommendations and data-driven insights delivered through Compass dashboards and cross-county analytics.
By providing access to policy playbooks and data tools, CalMHSA equips counties with the tools they need to make informed decisions that support effective implementation, informed decision-making, and continuous improvement.

CalMHSA strengthens counties’ ability to develop and maintain standardized chart review tools for Specialty Mental Health Services and Substance Use Disorder programs, including thorough training materials and implementation guides. Tools are continuously reviewed and updated to reflect applicable DHCS requirements, state guidance changes, and opportunities for improvement.

Quality Improvement
CalMHSA helps counties reduce administrative burden and approach External Quality Review Organization (EQRO) audits with greater confidence and clarity. With structured support throughout each phase of the EQRO audit cycle, CalMHSA provides pre-audit preparation and assistance with audit response. This includes reviewing documentation, identifying areas for improvement, and helping counties demonstrate compliance with state and federal requirements.

CalMHSA offers QHE workplan support through QI coaching, writing guidance, and data consultation to develop, refine, and monitor interventions for BHAS performance measures required by DHCS
