EBP Population Estimates Webinar Series

CalMHSA generated estimates of populations that may have clinical need for key evidence-based practices (EBPs). These EBPs will be required under BH-CONNECT to assist with program planning and development. Evidence-based practices covered in this scope of work included Full-service Partnerships (FSPs), Assertive Community Treatment (ACT), Forensic ACT (FACT), FSP Intensive Case Management (ICM), Individual Placement and Support (IPS), and Coordinated Specialty Care (CSC) for First Episode Psychosis (FEP).

CalMHSA is hosting four webinars for counties in the fall of 2025, sponsored by the Department of Health Care Services:

Introduction & Methods Overview
Date: Oct. 28, 2025 | Time: Noon – 1 p.m.

This webinar introduces the background and objectives for estimating populations who may have clinical need for key evidence-based practices under BH CONNECT. Webinar objectives include: gain a grounding in how these population estimates fit within BHSA planning requirements, learn the data sources used for Medi-Cal eligible and uninsured populations by county, and leave with a high-level understanding of the modeling approaches applied to estimate populations who may have clinical need for FSP, IPS, and CSC for FEP.

 

FSP and IPS Model
Date: Oct. 31, 2025 | Time: Noon – 1 p.m.

This webinar provides an overview of the simulation model developed to estimate county-level population estimates for FSP and IPS, including simulation methodology, data sources, and how key functional impairment and employment indicators were defined. Content includes how to think about estimates in distributions, exploring variability of estimates across counties, reviewing statewide findings, and considering limitations and local implications for planning under BHSA.

 

Justice-involvement, FACT/ACT Model
Date: Nov. 4, 2025 | Time: Noon – 1 p.m.

This webinar will overview the simulation modeling approach used to estimate county-level eligibility for FACT and ACT alongside justice-involvement indicators to estimate justice-involvement among those estimated to have clinical need for FSPs. Webinar content includes a review of key data sources, county-level variability, statewide findings, as well as a discussion of limitations and local implications for planning.

 

CSC Model & Considerations for Interpretation of Estimates
Date: Nov. 6, 2025 | Time: Noon – 1 p.m.

This webinar walks through the Bayesian Hierarchical model used to estimate populations with clinical need for CSC for FEP, including the source studies used, statewide and county-level estimates, and why the approach differs from other simulation modeling techniques used for FSPs and IPS. Content also includes how to interpret results, emphasizing that estimates of those with clinical need for services does not equal those served and how counties can use local data to contextualize findings.
